This question seems to be in response to the Apostles casting lots to choose a successor to Judas. See our separate response to the question: "Is casting lots a form of gambling?" In the meantime, the quick answer to your question is a simple "no."
If there is a model to be found in Acts, that model would be to seek guidance in scripture and turn to God in prayer. We do not see the casting of lots in the New Testament once the Holy Spirit comes at Pentecost. Thereafter, the New Testament followers of Jesus discover God's will using scripture, seeking counsel together, praying, and following the leading of the Holy Spirit. If you want to know God's will, use this plan.
Remember, Jesus told his disciples that "when he, the Spirit of truth comes, he will guide you into all truth (John 16:13)." Also, James encourages us with the reminder, "If any of you lacks wisdom, he should ask God, who gives generously to all without finding fault, and it will be given to him (James 1:5)."
